JOB SUMMARY

The Senior Nursing Manager is responsible and accountable for overseeing the delivery of nursing services in the Clinical and Administrative areas of patient care services.   

In collaboration with department and section leaders, s/he allocates the division’s resources in an efficient manner to enable all division personnel to maintain the optimal delivery of services; this includes collaborations with the appropriate agencies and governing bodies. 

Job Duties & Responsibilities
  • Oversees the operations of the Departments of Clinical Practice and Clinical Advancement of the Nursing Service. 

  • Oversees and controls department budgets; ensures the optimal allocation of funds based on approved and projected department costs. 

  • Develops and implements a nursing service organizational structure; forecasts the manpower distribution necessary to meet the requirements of the division  

  • Identifies and proposes to management new facilities or equipment, or modification thereto, needed to provide patient care 

  • Maintains continuing quality assessment and improvement analysis and evaluation of patient care delivery and communicates with management on the activities/issues of the patient care services. 

  • Closely coordinates with all departments to ensure continuity and collaboration of services. 

  • Recommends and collaborates in-service education programs for staff development 

  • Ensures the development and implementation of a continuing quality improvement & patient safety program (QIPS) through the leaders of Clinical Practice and Clinical Advancement in coordination with the Division of Operational Excellence. 

  • Participates in policy-making decisions that affect patient care services in the hospital. 

  • Participates in hospital committees, and special projects both internal and external to the organization; represents the views of departments and teams 

Analysis and Recommendations 

  • Provides analysis on staffing plan based on historical data ensuring all staffing needs of different departments / sections / units are met consistently; recommends changes and/or adjustments on the staffing plan or its implementation based on data analysis.    

  • Reviews, and validates policies created for scheduling, shift rotations, planned leave availment, sick leaves, change in schedules and adherence, overtime, under time and holiday-on-duty; 

  • Ensures that the approved Staffing monitoring system is implemented and is running efficiently; recommends changes when necessary. 

Performance Management 

  • Participates in the planning and implementation of performance management program and in communicating this with different department leaders.  

  • Monitors the compliance of employee movement and regularization through collaboration with other leaders; ensures that all rewards related to employee movement and regularization are communicated and implemented by the respective department leader.   

Team Development 

  • Provides direction, guidance and goal set to the team.   

  • Ensures that team goals and objectives are met through regular coaching and feedback and performance management; 

  • Implements team development and succession planning programs for the team; 

  • Plans, develops, implements and facilitates the timely follow through of the technical training and professional enhancement of direct reports; ensures that they are able to gain the technical knowledge and skills necessary to efficiently perform their duties in order to gain career progression.  

  • Champions and promotes the organization’s vision, mission and values to the team. 

  1. A degree holder of Masters in Nursing from an accredited Graduate School  

  2. Possesses a valid license from the Professional Regulation Commission as a Registered Nurse. 

  3. A current member of good standing of the Philippine Nurses Association (PNA)  

  4. With a minimum of ten (10) years of clinical and administration experience; with one (1) year experience as  Assistant Director or two (2) years as Section Manager. 

  5. Possesses leadership qualities to aid in building, maintaining, and elevating relationships.

  6. Possess excellent patient care knowledge and ability. 

  7. Has completed a Basic Management Course, preferably with Lean Management certification.   

  8. Excellent customer/patient relation skills.

CONFIDENTIALITY AGREEMENT

It is the responsibility of all Chong Hua Hospital workforce, including employees, medical staff, house staff, interns, fellows contracted medical staff and volunteers, to preserve and protect the confidential patient, employee and business information.

The Constitution of the Republic of the Philippines (Article III Section 3), Civil Code of the Philippines (Article 19, Article 26), Revised Penal Code of the Philippines on revelation of secrets and the rule on doctor-patient confidentiality govern the release of patient identifiable information by hospitals and other health care providers. All of these laws establish protections to preserve the confidentiality of various medical and personal information and specify that such information may not be disclosed except as authorized by law or the patient or individual.

Confidential Patient Care Information includes: Any individually identifiable information regarding a patient’s medical history, mental, or physical condition or treatment, as well as the patient’s records, test results, conversations, research records and financial information. These may include, but are not limited to:

  • Physical medical and psychiatric records including paper, photo, video, diagnostic and therapeutic reports, laboratory and pathology samples;
  • Patient insurance and billing records;
  • Mainframe and department based computerized patient data and alphanumeric radio pager messages;
  • Visual observation of patients receiving medical care or accessing services; and
  • Verbal information provided by or about a patient

I hereby understand and acknowledge that:

  1. I shall respect and maintain the confidentiality of all patient laboratory results, care records and any other information generated in connection with individual patient care, risk management and/or peer review activities;
  2. It is my legal and ethical responsibility to protect the privacy, confidentiality and security of all medical records, proprietary information and other confidential information relating to Chong Hua Hospital and its affiliates, including business, employment and medical information relating to our patients, members, employees and health care providers.
  3. I shall only access or disseminate patient care information in the performance of my assigned duties and where required by or permitted by law, and in a manner which is consistent with officially adopted policies of Chong Hua Hospital only with the express approval of my supervisor or designee. I shall make no voluntary disclosure of any discussion, deliberations, patient care records or any other patient care, peer review or risk management information, except to persons authorized to receive it in the conduct of Chong Hua Hospital’s healthcare affairs.
  4. I agree to discuss confidential information only in the work place and only for job related purposes and to not discuss such information outside of the work place or within hearing of other people who do not have a need to know about the information.
  5. My obligation to safeguard patient confidentiality continues after my termination of deployment with Chong Hua Hospital.

I hereby acknowledge that I have read and understand the foregoing information and that my signature below signifies my agreement to comply with the above terms. In the event of a breach or threatened breach of the Confidentiality Agreement, I acknowledge that Chong Hua Hospital may, as applicable and as it deems appropriate, pursue disciplinary action and/or file the appropriate civil and criminal case against me including the termination of my deployment.

This responsibility of confidentiality shall continue even after the completion of my deployment with Chong Hua Hospital.
