From Policy to Patient Care: CHH Joins PhilHealth Region VII Dialogue on Global Budget Payment

CEBU, Philippines — Healthcare reforms make the greatest difference when they translate into better care for patients. With this shared objective, Chong Hua Hospital recently welcomed the Philippine Health Insurance Corporation Regional Office VII, led by Acting Regional Vice President Ms. Jenet Ann A. Advincula, for a dialogue on the proposed Global Budget Payment policy ahead of broader implementation in 2027.

The meeting brought together PhilHealth representatives and key CHH leaders to discuss how the proposed financing model may work within the realities of hospital operations and regional healthcare delivery.

Global Budget Payment is part of the continuing shift toward prospective healthcare financing under Universal Health Care. Broadly, the approach seeks to improve resource planning, accountability, and efficiency by defining funding for an agreed scope of healthcare services.

But for healthcare providers, the success of any financing reform will ultimately be seen in the experience of the patient. As an apex and referral hospital in the region, Chong Hua Hospital receives patients requiring higher levels of care from Cebu and other parts of the Visayas and Mindanao. Many of these cases involve complex conditions, advanced diagnostics, specialized procedures, critical care, and multidisciplinary expertise that may not be available in lower-level facilities.

This role allowed CHH to contribute practical perspectives on patient access, referral pathways, case complexity, quality and continuity of care, hospital capacity, data requirements, and the sustainability of highly specialized services.

The dialogue also highlighted the importance of recognizing the complementary roles of healthcare institutions. Primary and community-based facilities provide essential preventive and early care, while referral and apex hospitals must remain ready to receive patients whose conditions require more advanced treatment. This is particularly important in an archipelagic region such as the Visayas, where geography can make access to specialized care more challenging. Chong Hua Hospital is grateful to PhilHealth Region VII for engaging healthcare providers in the conversation before broader implementation.

For CHH, participating in discussions such as this reflects a larger responsibility: to help strengthen a connected healthcare system where policy, financing, referral, and clinical care ultimately work together for the Filipino patient.

Healing with Passion. Caring with Compassion.
