医疗保健政策与患者护理现实的交汇点

菲律宾宿务 — Behind every healthcare policy are patients and families who depend on timely, accessible, and quality medical care. Ensuring that these needs are reflected in how healthcare is funded and delivered is an important part of advancing Universal Health Care in the Philippines.

With this in mind, Chong Hua Hospital recently welcomed Philippine Health Insurance Corporation (PhilHealth) Acting President and CEO Dr. Beverly Lorraine C. Ho, alongside representatives from its national and Region VII offices, for a strategic dialogue on the Global Budget Payment program.

Through its Global Budget Payment program, PhilHealth is introducing a new healthcare financing approach that would provide participating hospitals nationwide with a predetermined budget for an agreed range of medical services over a specified period. The initiative aims to help hospitals plan and manage resources more efficiently, ensure the sustainability of healthcare services, and ultimately support better access to quality medical care for Filipino patients.

As a major tertiary and referral hospital serving Cebu and the wider Visayas and Mindanao region, Chong Hua Hospital brings an important perspective to the development of this framework.

Many patients referred to CHH require advanced diagnostics, specialized procedures, critical care, and multidisciplinary medical expertise. These cases often involve more complex treatment requirements and greater hospital resources.

Drawing from its experience, CHH engaged with PhilHealth on practical considerations in refining the proposed policies and implementing guidelines, particularly in ensuring that the financing framework recognizes varying levels of patient complexity and supports the continued delivery of specialized medical care.

The discussion also touched on the importance of stronger coordination among healthcare providers, from primary care facilities and community hospitals to tertiary referral institutions, so patients can receive the appropriate level of care when they need it.

For patients and their families, these considerations are especially important. A well-designed healthcare financing system should help sustain essential medical services, support continuity of care, and reduce financial barriers to appropriate treatment.

CHH’s participation reflects its commitment to contributing its clinical and operational experience to national healthcare initiatives, helping bridge policy objectives with the realities of hospital care.

As the country prepares for the program’s planned implementation in 2027, the measure of its success will ultimately be how well it serves Filipino patients—through accessible, sustainable, and quality healthcare.
