Chong Hua Hospital is looking to hire an experienced and highly motivated IT Solutions Architect who is  responsible for providing enterprise-wide technical leadership and architecture governance across the organization. The role focuses on defining standards, reviewing complex solutions, guiding strategic technology decisions, and ensuring that all technology initiatives align with the hospital’s business objectives, cybersecurity requirements, operational resiliency goals, and long-term digital transformation roadmap. 

 

The position serves as the highest-level technical authority for enterprise architecture and solution design without direct people management responsibility. 

 

The position works closely with business units, project teams, vendors, and IT Software development, IT Service Operations, and IT Security teams to ensure that all proposed solutions align with enterprise architecture standards, regulatory requirements, and long-term technology roadmaps. 

  • Provide enterprise-wide technical leadership and architecture guidance across all major IT initiatives.  
  • Lead the development and maintenance of enterprise architecture standards, design principles, reference architectures, and technology roadmaps.  
  • Review, validate, and approve high-level solution architectures for applications, infrastructure, cloud, network, cybersecurity, integration, and data platforms.  
  • Ensure that all technology solutions align with business goals, enterprise architecture standards, cybersecurity requirements, regulatory compliance, and operational resiliency needs.  
  • Serve as the highest-level technical escalation point for complex architecture, integration, infrastructure, and cloud-related concerns.  
  • Design and govern highly available, scalable, secure, and resilient solutions across multiple sites and business-critical environments.  
  • Lead architecture review sessions, technical governance meetings, CAB discussions, and solution validation activities.  
  • Develop and maintain enterprise architecture artifacts such as system inventories, infrastructure diagrams, integration maps, application portfolios, and future-state roadmaps.  
  • Evaluate new and emerging technologies, industry trends, and vendor solutions to support innovation and business growth.  
  • Lead technical due diligence activities for major projects, procurements, vendor evaluations, RFPs, and contract reviews.  
  • Review and validate vendor proposals, technical specifications, infrastructure sizing, bills of materials, implementation plans, and solution recommendations.  
  • Ensure interoperability between systems through standards such as HL7, FHIR, DICOM, REST API, SOAP, JSON, XML, SFTP, and message queuing technologies.  
  • Define and maintain standards for cloud architecture, API governance, identity and access management, cybersecurity, disaster recovery, and business continuity.  
  • Support risk assessments, audit findings, root cause analysis, and compliance initiatives from an enterprise architecture perspective.  
  • Collaborate with executives, department heads, project managers, vendors, and technical teams to ensure alignment of business and technical priorities.  
  • Mentor and guide Solution Architects, Engineers, Developers, and Project Teams on architecture best practices without direct supervisory responsibility.  
  • Provide technical oversight for mission-critical and high-risk projects involving Hospital Information Systems, PACS, ERP, cloud migration, cybersecurity, disaster recovery, and enterprise integrations.  
  • Promote architecture standardization, technical governance, and best practices across the organization. 
  • Stay updated on emerging technologies, industry best practices, healthcare IT trends, and enterprise architecture frameworks. 
  • A graduate of bachelor’s degree and with master’s degree units in Engineering (Computer / Telecommunications), Computer Science, Information Technology or equivalent  
  • At least 8-10 years of experience in IT, with at least 3-5 years in solution architecture, enterprise architecture, infrastructure, or systems integration roles. 
  • Strong experience in designing enterprise systems, cloud environments, integrations, and highly available infrastructures. 
  • Experience in healthcare IT systems, Hospital Information Systems, PACS, LIS, ERP, EMR, and other healthcare platforms is an advantage. 
  • Proficient in Linux, Containerization, DevOps, CI/CD, Cloud Infrastructure and Kubernetes. 
  • Strong understanding of cybersecurity principles, identity management, encryption, access control, backup, disaster recovery, and business continuity. 
  • Strong understanding of enterprise architecture frameworks such as TOGAF, Zachman, ITIL, and COBIT. 
  • Strong understanding of integration technologies and standards such as HL7, FHIR, DICOM, REST API, SOAP, JSON, XML, Kafka, RabbitMQ, and middleware platforms. 
  • Excellent communication, analytical, documentation, problem-solving, presentation, and stakeholder management skills. 
  • Experience in vendor management, technical evaluation, project implementation, and cross-functional stakeholder engagement. 
  • Ability to translate complex technical concepts into business-friendly language for executives and non-technical stakeholders. 
  • Preferred Certifications are: TOGAF Certified, Microsoft Azure Solutions Architect Expert, ITIL Foundation or ITIL Managing Professional, and COBIT Certification.

CONFIDENTIALITY AGREEMENT

It is the responsibility of all Chong Hua Hospital workforce, including employees, medical staff, house staff, interns, fellows contracted medical staff and volunteers, to preserve and protect the confidential patient, employee and business information.

The Constitution of the Republic of the Philippines (Article III Section 3), Civil Code of the Philippines (Article 19, Article 26), Revised Penal Code of the Philippines on revelation of secrets and the rule on doctor-patient confidentiality govern the release of patient identifiable information by hospitals and other health care providers. All of these laws establish protections to preserve the confidentiality of various medical and personal information and specify that such information may not be disclosed except as authorized by law or the patient or individual.

Confidential Patient Care Information includes: Any individually identifiable information regarding a patient’s medical history, mental, or physical condition or treatment, as well as the patient’s records, test results, conversations, research records and financial information. These may include, but are not limited to:

  • Physical medical and psychiatric records including paper, photo, video, diagnostic and therapeutic reports, laboratory and pathology samples;
  • Patient insurance and billing records;
  • Mainframe and department based computerized patient data and alphanumeric radio pager messages;
  • Visual observation of patients receiving medical care or accessing services; and
  • Verbal information provided by or about a patient

I hereby understand and acknowledge that:

  1. I shall respect and maintain the confidentiality of all patient laboratory results, care records and any other information generated in connection with individual patient care, risk management and/or peer review activities;
  2. It is my legal and ethical responsibility to protect the privacy, confidentiality and security of all medical records, proprietary information and other confidential information relating to Chong Hua Hospital and its affiliates, including business, employment and medical information relating to our patients, members, employees and health care providers.
  3. I shall only access or disseminate patient care information in the performance of my assigned duties and where required by or permitted by law, and in a manner which is consistent with officially adopted policies of Chong Hua Hospital only with the express approval of my supervisor or designee. I shall make no voluntary disclosure of any discussion, deliberations, patient care records or any other patient care, peer review or risk management information, except to persons authorized to receive it in the conduct of Chong Hua Hospital’s healthcare affairs.
  4. I agree to discuss confidential information only in the work place and only for job related purposes and to not discuss such information outside of the work place or within hearing of other people who do not have a need to know about the information.
  5. My obligation to safeguard patient confidentiality continues after my termination of deployment with Chong Hua Hospital.

I hereby acknowledge that I have read and understand the foregoing information and that my signature below signifies my agreement to comply with the above terms. In the event of a breach or threatened breach of the Confidentiality Agreement, I acknowledge that Chong Hua Hospital may, as applicable and as it deems appropriate, pursue disciplinary action and/or file the appropriate civil and criminal case against me including the termination of my deployment.

This responsibility of confidentiality shall continue even after the completion of my deployment with Chong Hua Hospital.
