Chong Hua Hospital is looking to hire an experienced and highly motivated Safety Practitioner who performs all necessary activities that ensure Chong Hua Hospital’s compliance with all applicable Philippine environmental, occupational health and safety regulations including Corporate Requirements. S/He champions improvement projects of the organization in relation to safety programs and policies. This position also provides the necessary guidance and support to all affected departments to ensure that a safe and healthful work environment will be attained and maintained.Â
 Additionally, this position performs the function of Safety Practitioner in accordance with the provisions cited in the Occupational Health and Safety Standards of Bureau of Working Conditions – DOLE and other applicable regulatory bodies.Â
Job Duties & Responsibilities
Designs, develops and conducts effective safety-related training programs and proactively educates leadership and staff regarding regulatory issues, new guidelines, and safety activities. Ensures implementation of safety programs, proper operation and maintenance of safety facilities and emergency equipment of the establishmentÂ
Monitors and evaluates the training programs to determine its effectiveness, identify areas for improvement according to the organization’s budget.Â
Initiates, establishes, designs and continually improves effective safety management programs and practices (e.g. incident command system, emergency response system and disaster preparedness program, etc.) for Chong Hua Hospital in accordance to applicable regulations and standards.Â
Addresses barriers to the implementation of safety programs and anticipates change, investigates and implements new ideas and strategies (e.g. recognition program, etc.) to improve safety culture.Â
Coordinates and collaborates with other departments for the implementation of safety management programs and practices as well as in promptly resolving issues concerning occupational safety and health.Â
Serves as the resource person for issues related to occupational safety and health and collaborates with the Infection Control Team, other Safety Officers, Pollution Control Officers in addressing such issues (e.g. on water, chemical and hazardous wastes spills as well as spills involving human body fluids), and communicates information to all affected areas through appropriate channels.Â
Leads cross-functional teams in creating and delivering safety management improvement projects.Â
Facilitates change within the organization to continuously improve the effectiveness of safety programs and practices. Â
Develops a mechanism for internal communication of safety related information; updates the EHS Manager on issues relevant to safety including any unusual occurrence related to the same.Â
 Responsible for the application and timely renewal of all pertinent hospital licenses, clearances, certificates and permits related to occupational health and safety regulations as required by DOLE and other applicable laws and regulations. Â
Ensures Chong Hua Hospital’s compliance to all necessary tests as needed for the application and renewal of such licenses, clearances, certificates and permits.Â
Ensures Chong Hua Hospital’s compliance to all conditions as stipulated in the issued permits, licenses, clearances and certificates.Â
Monitors compliance to institutional policies, laws and standards on safety management.Â
Conducts periodic audit to the different sites within the organization to monitor performance of safety management and promptly resolves issues/problems that pertain to non-compliance to requirements.Â
Responsible for periodic reporting regarding all matters pertinent to safety to appropriate government offices as required by law, i.e. DOLE;Â Â
As a liaison officer to DOLE, he shall keep himself abreast with the requirements of the DOLE and the latest available technology on the prevention and control of safety incidents.
Qualifications
Preferably an Engineering graduate. Â
Minimum of five (5) years relevant experience as a Safety Officer preferably in a healthcare industry.Â
Must be accredited by DOLE as a Safety Practitioner.Â
Experienced with accreditation bodies (OSHC-DOLE, DOH, Joint Commission International, ISO Standards, etc.); local and national laws and regulation including the Fire and Building code.Â
Has led significant improvement projects in relation to waste management.Â
Possesses leadership qualities to aid in building, maintaining, and elevating relationships with CHH internal and external stakeholders and drive the achievement of business strategies and results.Â
Good implementing skills on applicable government regulations and international standards. Â
Has demonstrated excellent analytical and problem-solving skills and excellent presentation skills.
