We are looking to hire a highly motivated and experienced Buyer who will be responsible for ensuring that the acquisition of goods and services are efficient and timely across the hospital. The Buyer ensures to implement all inventory controls and cost saving measures related to the purchase of supplies and materials by the respective departments in Chong Hua Hospital. Such activities may include, but not limited to, validation of requests, movement and storage of inventory, communicating with customers, vendors and suppliers, among others. S/He ensures that all procurement related activities are in alignment with the department’s policies and standards.

The Buyer also assists the team with the sourcing, analysis and other contracting activities, such as review of contracts and agreements and will act as a mentor to junior staff members, including regular educational sessions for the procurement team.

Job Duties & Responsibilities
  • Involves in the review of contract provisions and its parameters to identify areas for improvement in the quality and efficiency of service in the department. Ensures that suppliers are in compliant with the requirements needed for accreditation, renewal and other company requirements and standards as stipulated in the contract.

  • Uses sound judgment, diplomacy and confidentiality with respect to the procurement process, ensuring integrity of the respondents’ bid information when applicable.

  • Implements cost-control programs and initiatives in all procurement activities to generate savings for the organization and continuously look for opportunities for savings.

  • Identifies trends related to items and services that justify contracting and/or data management opportunities.

  • Does buyer tasks as required by the immediate superior.

  • Leads the coordination between suppliers and company representative/internal clients focused in resolving issues and pressing concerns related to purchasing activities. Manages complex activities within purchasing or escalates to the immediate superior if issues and concerns are beyond his/her level of capacity.

  • Prepares and analyses pertinent data as required by his/her immediate superior or the management.

  • Recommends changes and updates in processes, policies, procedures or standards in the department to improve quality of service.

  • Troubleshoots and resolves issues related to purchasing activities; researches on the details of transactions and investigates discrepancies, e.g. in pricing, quantity, etc.

  • Proactively manages backorder that includes identifying and expediting critical items and keeping customers informed of the status of the order. Applies current market standards and leverage on network to conduct spot sourcing for commodity products to support backorder issues.

  • Guides employee actions through one’s consistent practice and implementation of department’s policies, procedures, methods and guidelines.

  • May be tasked to lead cross-functional team to deliver projects or special tasks designed to improve specific areas of services in the hospital such as, but not limited to, process improvement, review of policies, etc.

  • Communicating job expectations;

  • May be tasked to conduct performance appraisal of members of the cross-functional team or other members of procurement team as necessary.

  • Performs related duties and responsibilities as may be assigned and requested by immediate superior.

  • Bachelor’s degree in Business or related field with at least five (5) years in procurement.

  • Knowledge in Economics and Accounting principles and practices required.

  • Excellent interpersonal skills; Strong negotiating skills; Strong mathematical skills and self-motivation required;

  • Advance ability in spreadsheet modelling software such as Excel is required and a moderate proficiency in PowerPoint presentation and data analysis.

  • Good English communication skills, both oral and written. Can speak the Visayan dialect and/or Tagalog.
